Burlington Chamber Welcomes New City Administrator Rebecca Horner 

Horner will meet Chamber members at the August 19 Membership Luncheon, with an additional community coffee hour planned 

BURLINGTON, Wash. The Burlington Chamber of Commerce is pleased to welcome Rebecca Horner, AICP, as the City of Burlington’s new City Administrator. 

Horner began serving in the role on July 1 and brings more than 25 years of public-sector leadership experience to Burlington. As City Administrator, she will oversee the City’s day-to-day operations and work closely with the mayor, City Council, staff, residents, local businesses, and community partners. 

Burlington Chamber members will have an opportunity to meet Horner during the Chamber’s Membership Luncheon on Wednesday, August 19. During the luncheon, she will introduce herself, share more about her background, and briefly address Burlington’s business community.

Before coming to Burlington, Horner served as Director of Development Services for the City of Bellevue. Her work included supporting residents, businesses, developers, and community partners through planning, permitting, inspections, code compliance, and development-related services. 

Prior to joining Bellevue, Horner served as Deputy County Executive for Prince William County, Virginia, located outside Washington, D.C. In that role, she helped lead one of Virginia’s largest local governments and provided oversight for Development Services, Economic Development, Planning, Public Works, Transportation, Parks, Recreation and Tourism, and the Office of Sustainability. 

Horner also held several leadership positions within the Prince William County Planning Office and previously worked for Fairfax County, Virginia. Throughout her career, her work has focused on planning and zoning, land use, economic growth, sustainability, organizational strategy, and collaboration across government agencies and community partners. 

Horner holds a Master of Community and Regional Planning and a Bachelor of Political Science from the University of Nebraska. She is currently pursuing a Master of Public Administration through the University of Washington’s Evans School of Public Policy and Governance. 

A Renton native, Horner returned to the Pacific Northwest in 2023. She has two adult daughters, four very fluffy cats, and a pug. Outside of work, she enjoys running, spending time outdoors, traveling, and reading. She is also currently looking for a home in Burlington and looks forward to becoming part of the community she now serves. 

The Burlington Chamber will also host a Meet the Administrator Coffee Hour, providing local businesses with an additional opportunity to meet Horner, ask questions, and learn more about her approach to City administration.
