Flood Warning Issued for Skagit County, Major Flood Expected The U.S. National Weather Service has upgraded Skagit County near Concrete from a Flood Watch to a Flood Warning, effective from 10:15 p.m. Monday, December 8th, until further notice. As of 5:00 a.m. this morning, December 9th, the Skagit River near Concrete is predicted to crest at 4:00 p.m. this evening at 32.62 feet.
